ONE-T is managed by a Board of Trustees with representatives appointed by the government and our collective membership:
The Trustees are ultimately responsible for effectively managing ONE-T, including making a broad range of administrative and investment decisions. Regardless of any personal affiliations, the individual Trustees have a fiduciary obligation to manage the trust in the best interest of all plan members.
Cliff Inskip
Chair
Cliff Inskip became the Chair of ONE-T in June 2021. He is President of Polar Star Advisory Services, a consulting company that provides advice on financing and procuring major infrastructure projects. Cliff is a seasoned financial executive with over 30 years’ experience in investment banking and international corporate banking. As Managing Director and Head of Infrastructure and Project Finance for CIBC World Markets, he led over $3 billion of pooled bond financing for 30 Ontario school boards. He has extensive board and committee chair leadership experience and currently serves on the boards of OMERS (pension), FaithLife Financial (life insurance), JCM Power (international power producer) and Kerr Street Community Services (non-profit). He has a variety of designations including Chartered Director (C.Dir.), Chartered Financial Analyst (CFA), Financial Risk Manager (FRM), Professional Engineer (P.Eng), Fellow of the Association of Corporate Treasurers (FCT) and Fellow of the Canadian Securities Institute (FCSI).
Faye Drennan
Faye worked in education for 50 years before retiring on December 31, 2017. She was an active participant in P/VP Provincial Negotiations, and was part of the Negotiations Team in 2012 and 2016. Faye was with OPC for 19 years; she served as a Protective Services Consultant for 10 years, and has since served as the Senior Terms and Conditions Manager. Faye has participated in provincial teacher union bargaining as part of the Ontario Public School Board’s team providing a P/VP perspective. More recently, Faye took on a lead role in the ELHT project for P/VPs.
Kelly Kempel
Kelly Kempel is a retired secondary school Principal from the Waterloo Region District School board and was appointed to ONE-T in January 2019 by the Principal/Vice-Principal Associations. As a former President of the Ontario Principals’ Council (OPC), Kelly was involved in the initial development of the ELHT and in member consultations during implementation. Kelly also has previous experience serving as a Board member for Family and Children Services of Waterloo Region. She is currently a member of two Board-level committees governing ONE-T: Audit, Finance and Investment as well as Governance.
John Lewis
John has worked in various leadership roles in the Group Benefits Division at Sun Life Financial. John held positions in Business Development and Regional Management, where he was instrumental in acquiring the Public Service Health Care Plan (PSHCP), Sun Life’s flagship account. John later became Senior Vice-President Group Development of MBNA Bank, responsible for the business development functions of the affinity clients segment. Today, John is CEO reporting to the Board of Directors of the Federal PSHCP Administration Authority. This organization is responsible for the operational oversight and compliance management of the PSHCP, as part of a shared governance model in partnership with the Treasury Board of Canada Secretariat and Public Works and Government Services Canada.
Tracy Dottori
MSc MBA CHRL CHRA, S.O.
Ms Dottori has over 26 years in senior leadership roles within the private and public sector. She has had the privilege, opportunity and accountability to span all strategic and tactical areas of Human Resource management and Finance related to growing value and driving performance within unionized and non-unionized environments. Within her Superintendent of Business role in the education sector between 2014-2021, Tracy was an active contributor and member of the provincial negotiations committees, the lead for all local negotiations and accountable for implementation of the collective agreement within her Board. Tracy was also a key contributor on the initial development and design team of the trust and acted as a member liaison during the implementation phase. She is currently a member of two Board-level committees governing ONE-T: Audit, Finance and Investment as well as Governance.
Robin Pilkey
CPA, CA, ICD.D.
With over 30 years of experience in accounting and taxation across a broad spectrum of industries, Robin has held multiple senior positions of numerous Boards. She is a six-time elected Chair for the Toronto District School Board (TDSB) and is currently the elected School Trustee for TDSB Ward 7, Parkdale High Park. She is also currently a member of the Finance, Budget and Enrolment Committee and chairs the Audit Committee at the TDSB. She holds the position of Director at the Toronto Lands Corporation, the TDSB’s real estate arm, and is the Trustee representative to the Toronto Student Transportation Group. She currently chairs the Audit Committee of the United of Church of Canada.
James (Jim) Sinclair
Jim has over 30 years of experience in the securities, investment management, pension advisory, pension administrative and financial services sectors. He currently serves as General Counsel at Common Wealth, a firm that partners with associations, unions and employers to deliver value-for-money collective retirement plans that combine user-friendly technology, digital retirement planning, low-cost investments, secure lifetime income and a fiduciary duty to members. Prior to joining Common Wealth, Jim held the position of General Counsel at the Ontario Securities Commission. He also held senior management roles at the Ministry of the Attorney General and Ministry of Finance to provide specialized advice on securities, pensions, insurance and tax matters among other things.
Lee Watchorn
Lee is President of the Watchorn Advisory Group, a company he established to provide advice to senior business leaders, following a lengthy career at Sun Life Financial. For eight years, Lee was responsible for all of Sun Life’s businesses in Canada. He currently serves as the Chair of the Advisory Council of Sionna Investment Managers. A Director of Equitable Life of Canada for 12 years, Lee also served on the Board of BF&M Ltd, a Bermuda-based public insurance company, and the Boards of major Caribbean subsidiaries, roles he retired from in 2019. Lee also teaches a course in insurance in the MBA program at York University and is a past Chair of Prostate Cancer Canada and a past President of St. John Ambulance Ontario Council.
Mary Anne Wiley
Mary Anne Wiley has over 25 years of experience in the financial services, pension, and capital markets industries. During her lengthy career with BlackRock, she held various leadership roles including Managing Director, Head of iShares Canada where she led the strategic direction and operations of BlackRock’s Exchange Traded Fund business. Prior to that, she gained extensive experience in all areas of investment management while working with some of Canada’s largest pension funds. Currently, she is an independent business consultant and oversees the management and investment policies of the general investment and pension funds for The Salvation Army of Canada. Mary Anne serves as a Director of the Board of NASDAQ CXC Limited (NASDAQ Canada) and is a member of two investment advisory committees. She is a Chartered Financial Analyst (CFA) and graduate of the University of Western Ontario.
